13. Page 14 says "evaluation plans must detail how the proposer will provide data on program participants
and comparison groups that include name, SSN, and date of birth using a secure data system specified by
the DOL." What do you mean by 'provide data'? It seems that these are data that Nunez would have and DOL
has the mechanism to submit the data. Is this more about identifying a comparison group and ensuring that
these data are submitted?
Any data used in your reports (received from Nunez or DOL)
has to be secured using the specifications the DOL provides to you.
14. Attachment I Scope of Services indicates that the 'proposer must submit the following: 1) program
evaluation plan; 2) evaluation budget narrative.' Is the expectation that:
the program evaluation plan and the evaluation budget narrative are included in the proposal
we are preparing in response to this RFP, or
that the program evaluation plan and the evaluation budget are deliverables that the selected
contractor would submit after the award and that a brief overview of of the approach and
methodology are all that are required to be included in the proposal we are preparing in
response to this RFP?
The evaluation of the proposal will be made based
upon these factors. While we understand that there may need to be adjustments to the plan
depending upon the periodic results of the ongoing evaluation, you should be able to provide us
with an overall plan of action for your evaluation of our project. The budget and budget narrative
are especially important to the proposal, as they will help us to determine whether your “bid” is
within the budget of the grant.
15. Page 11 of the RFP indicates that for the Hudson initiative, full points are awarded if the
appellant is a Hudson-certified small business and that if the applicant is not a Hudson-certified
small business, but will engage one or more Hudson-certified small businesses, points will be
allocated based on: the number of small entrepreneurships to be utilized; the experience and
qualifications of the certified small entrepreneurship; and the anticipated earnings to accrue to
the certified small entrepreneurship. Are you able to clarify the scoring criteria for a non-Hudson
certified applicant? We are a Hudson-certified small business but intend to partner with another
agency. We have good experience and qualifications and would receive a sizable portion of the budget,
but we would like to know how many points would be lost if we are not the lead agency and they are
only partnering with one Hudson-certified small business.
There is a matrix for determining the Hudson-certification
related points on p. 14, section 5.5 of the RFP. In answer to your direct question, as a Hudson-certified
agency partnering with a non-Hudson-certified agency, you would receive additional points if you were the
lead agency; however, the difference in points will not be as important as the overall proposal and the
abilities of both partners to produce the most effective and valid results.
